Facilities Planning Committee

COMMITTEE CO-CHAIRS: Randy Genzman, Jamie Beier-Grant, Rich Thorbahn, Jr., and Bill Poiry

The B-C-S Facilities Planning Committee was formed in December 2015, and made up of about 50 community members who bring a wide-variety of perspectives to the table.  The goal of the committee was to make a recommendation to the Board of Education concerning a Master Plan for facilities in the district in spring 2016.  There were no preconceived plans going into these meetings.  A wide range of options were considered by this committee from doing nothing and continuing to maintain our current buildings, to renovation of current facilities, to new construction.   The committee held 5 meetings and 2 open community meetings to study current conditions and gather facts to make the best recommendation possible for the current and future students of Benton-Carroll-Salem Local Schools.  All of the power point slides and information that were viewed during this process can be found at the links below as it has been important to make this process transparent.  The committee presented a recommendation to the Board of Education on March 23, 2016.

The Board accepted the following detailed recommendation from committee co-chairs Bill Poiry and Rich Thorbahn, Jr. on behalf of the whole committee:

--Build a new K-7 School for 942 student capacity on the Oak Harbor High School campus 

--Do Minor renovations to OHHS to include prioritized renovations and warm/safe/dry renovations 

-- Decommission and demolish RC Waters Elementary and Oak Harbor Middle School 

-- Endeavor to incorporate historical elements of the old facilities into the new building

-- Fund the project with a property tax bond issue 

--The cost of the bond issue should be between $11.00 - $15.00 per month based upon a $100,000 home valuation.


All Board members thanked all members of the Facilities Planning Committee for all of their time and efforts in the process of developing a plan for the future of B-C-S facilities.  Board Vice President Steve Rhodes commented: "It's a process that had to take place.  The group did a great job."


The Board approved several motions that put the district on the road toward a bond issue that would be placed before voters at an August 2016 special election.
